The Golden Rule is that whoever holds the wealth or financial power dictates how things are done. So follow the money to find out who is deciding the agenda.  There are two primary factors involved, who are they getting funding from and who they are funding.

Given that its roots are American we will consider the funding as being American. They simply opened a Canadian branch with the same money. 

Not all funding was bad, but funding radial left is foreign interference.  Core Eligibility Criteria – Atlantic Marine Conservation – Climate Change & Clean Energy – Indigenous Stewardship / Partnerships and last is, Select social, international development, and public policy initiatives

The foundation’s history traces its capital to William H. Donner, who made his fortune in American industry, including the Donner Steel Company. He established both the Canadian and U.S. Donner foundations. The Canadian foundation received a significant bequest after his death. 

Funding for the Donner foundations came from the personal wealth and financial bequest of William Henry Donner, an American industrialist and steel magnate who made his fortune launching companies like Donner Steel Company and developing industrial mills.
